If
you view the Great Wall from the air, you might think it resembles a large
zipper stretching across China. It not only separated the nomads from the farmers, but, oddly enough, brought them
closer together. The Mountain Resortin Chengde, a major city in Hebei Province,
which is now a summer retreat, was once a secondary capital for the imperial
court of the Qing Dynasty (1644-1911). The emperors during that dynasty
spent portions of each summer and autumn at the resort. Many people have
said the resort, which reflects the ideals of Chinese people, epitomizes
the country. The largest imperial garden was the site where many key policies,
which integrated nomads into daily government and social affairs, were formulated.
